A Weatherman lives high up among the clouds and is in-charge of maintaining the weather for a small town.

 

During a kite festival, the grumpy Weatherman has to tend to the clouds to maintain a sunny weather so that the festival can run smoothly. Everything was fine until a stray kite causes a chain of problems, leading to an impending disaster that endangers the lives of everyone. It is then up to the Weatherman to save the day.
